Restrictions on adding city names on WME

Good day Editors,
Are there any new restrictions to adding a city name on WME? yesterday, I was about to add an Extension nbre in Eenhana, Namibia, but I kept getting an error “You can not add cities to this country”. in the past, I added Extension/ small cities name without any problem.

For future reference for anyone editing in Namibia. After chatting with some editors, I was informed that Namibia was the only country where any Editor could add the new name of the city. In the latest updates of WME, only editor with L4 and up can add city names.
