I think that this could be a default classification for Macedonia:
avtopatista (A) - Freeway
magistralni patista / main transit roads (M) - Major Highway
regionalni patista / regional roads (R1) - Minor Highway
regionalni patista / regional roads (R2) - Primary Street
lokalni patista / local streets - Street
glavni ulici (vo mesto) / main street (in a place) - Primary Street (or higher, if they are also a M or R road)
sporedni ulici / side streets - Street
tesni ulici - Narrow Street (two-way street where 2 cars can’t easily pass each other)
Of course, there will always be exceptions to these rules, but they should be rare and discussed with a senior editor. For example, we may sometimes make a small segment Minor Highway instead of Primary Street to connect two Minor highway segments, in order to ensure that long-distance routing is not interrupted. Or, we will make a R1 road as Primary, because it is in a very bad shape or unpaved and should not be used for long-distance/transit.
Other road types: Unpaved are non-paved roads that are drivable for normal cars (gravel or dirt). Streets or Primary streets can be set to Unpaved. Parking Lot Roads are all roads that are used primarily for access to places, but should no be used for routing through-traffic. For example, paved roads that access the building, where there may be cars parked on the road, or a parking lot if front of a store. Private roads are roads that are not public, for example a long driveway to access a house, which doesn’t have a name and is owned by the house owner. Additionally, roads with access control, such as gates, which require permission to drive on can be marked as private to avoid routing through traffic. Off-Road are roads that are not drivable for normal cars and should not be used on the map, since that road will not be considered for navigation. Similar to walking roads, off-road are only mapped to help with driver’s orientation on the map.
Во градовите би било исклучок во зависност од патот. Мислам дека по селата не би требало да се користи Narrow Streets поради тоа како работи Narrow Street во Waze (избегнува скоро секогаш) и може да се користи само во многу тесни улици низ градовите кои поврзуваат нормални улици.

I looked at the map (interactive) and I think that according to the map we should do this like this:
Ax highway (green signs) - Freeway
Ax (express, trunk, other) (blue signs) - Major Highway
R1 - Minor Highway
R2, R29 - Primary Street
R1, R2, R29 on mountains (probably unpaved) - tick Unpaved or Offroad

In cities it would be the exception depending on the road. I think that Narrow Streets should not be used in the villages because how Narrow Street works in Waze (avoids almost always) and can be used only in very narrow streets across cities that connect normal streets.
