Hi, how do I get to level 3 to be able to edit maps ?

You don’t have to be a level 3 to edit the map. Level 1 and 2 can also edit the map, it’s just that level 3 has more editing rights. You can start editing the map as a level 1 editor, moving up to level 2 through helping improving the map, and eventually you might reach level 3.
I suggest you consult with your own country’s waze forum, which you can find here: https://www.waze.com/forum/viewforum.php?f=19 As each country has their own rules and regulations.

Thank you very much for your answer, but when I try to edit the map around my house it says that the street is blocked and I need to be a level 3 to edit it.

Busy, big and important streets are often locked to level 1 and 2 editors, to prevent new editors from making mistakes and messing up the map.
I suggest you find your local waze forum https://www.waze.com/forum/viewforum.php?f=19 and ask for help there.
Sounds like the road segment you are attempting to edit is locked to a level 3. We lock road segments and place points (when completed) at different levels in order to protect them. For example a local street or parking lot road is normally open for editors of any rank to edit and tend to have low impact, but a freeway segment will be locked normally at a 4 or above as the impact to routing is high if something were to be changed incorrectly.
If you have an issue you want to fix you can request an unlock on the forums and an editor matching the rank level can take a look and assist where needed. I highly recommend if you are going to be editing to make contact with editors in your region. The US editing community uses Discord which is a free chat based service to communicate. If you let us know where you are from we can point you in the right direction.

Seems odd, since the road I’m tring to edit is a very small an unimportant one, the only thing is I live there and it gives somewhat wrong direction to my house.
I am Located in San Pedro Cholula, Puebla, Mexico if you can point me in the right direction I would greatly apreciate it.

El permalink es el link que te lleva a la zona del mapa dónde quieres editar.
Por ejemplo, el permalink del Estadio Cuauhtémoc es:

Ahi sale una calle llamada Paracho que va de izquierda a derecha y luego da vuelta de arriba a abajo.
La calle de Paracho solo son las 2 cuadras de izquierda a derecha. La parte de arriba a abajo desde la esquina se llama Camecuaro.
En este otro
La calle Angaguan tiene el mismo problema. Solo es la parte de derecha a izquierda y al dar vuelta a la esquina, la parte vertical es parte de la calle Patamban que sale mas abajo.
